timeout settings didn't saves (at least after suspend-resume cycle)

Hopefully providing more details about the suspend problems will help isolate the cause.
Suspend options don't save for me even after just closing and re-opening the power settings screen.
I've updated the frameworkd.conf file, and it ignores those values as well. The values in the power settings app do not match the values in the frameworkd.conf file either.
The option to turn off suspend is not observed. If I turn off suspend, the phone still suspends if I'm not connected to a power source. And recently (not in conjunction with an upgrade), the switch stopped working all together. I can't switch off the suspend option... even though it didn't do it anyway.
