turning illume keyboard off prevents going to fullscreen

Description

if the illume keyboard is turned off (via config in illume settings) it is no longer possible to go to fullscreen. this happens with ffalarm, tangogps and midori. enlightenment gives an error and the neo has to be restarted.

This bug is very annoying if one uses an alternive keyboard, especially if one wants to use shr-today. Also see  http://trac.enlightenment.org/e/ticket/398.
