No GPS after Suspend-Resume-Cycle

Description

With current SHR-U I do not get GPS data after the device once was suspended. It works well directly after a reboot.

Use this as temporary work-arround for now. Will be fixed better soon.

Best fix will be to implement gpsd provider in vala as fsotdld plugin (and drop ogpsd from frameworkd config and fso-gpsd), any volunteers?

I think implementing a gypsy source in fsotdld is enough. Then we can still use fso-gpsd.
And gypsy doesn't look so complicated.
